Garbage, Recycle and Yard Waste Update Effective December 17, 2012

posted Dec 14, 2012, 3:16 PM by Town Clerk

Because of a shortage of Blue Recycle carts, not all residents were issued one. We will be ordering additional carts. Until that time, if you did not receive a Blue Recycle cart and have recycling to be picked up, please set it out the same way you have in the past and it will be picked up. If you have a new recycle cart that you will not use, please let us know and we will have it removed.

The new program only allows for one Tan Yard Waste cart per residence for those who want them at this time.

Commercial dumpsters will not be replaced by new carts at this time. Dumpsters will continue being dumped as before.

As you may have heard, Ruston is upgrading its waste collection service. This new program is called Automated Waste Collection. The program will be more efficient and less labor intensive. Naturally, the transition is going to mean some changes in the collection routine for all of us. In an effort to help in this transition, we have put together the following information.

Thank you in advance for your cooperation with the transition.

What is Automated Waste Collection?

Automated Waste Collection is the collection of garbage, yard waste and recycling, using a truck with a mechanical arm that collects specially designed carts at the street or alley. This system requires only one person to operate as the driver controls everything from the cab of the truck. The driver directs the mechanical arm to reach out to grasp and lift the cart, dump it in the truck and return the cart to its original location. In contrast, the present collection system requires a driver and second person to manually dump the cans.

The new automated system is safer, more efficient and requires less labor. The manpower that is reduced can now be used in other areas.

About the Cart

The Automated Collection System requires the use of specially designed carts. Regular garbage cans can not be used with this system. You will be issued, free of charge, a 35 gallon or a 65 gallon green garbage cart, according to your current account in addition to a blue, 65 gallon, recycle cart and a tan, 65 gallon, yard waste cart. The carts are stamped with the Ruston name and a serial number and are the property of Ruston. Please do not mark on them or alter them in any way.  Should you move, the carts must remain for the next resident.

Using the Carts

Before moving the cart, grasp the handle and tilt back slightly towards you. Push or pull the cart to roll it. Use care when rolling on slopes, inclines and/or steps.

Place your cart out for collection by 7:00 am on the morning of your collection day. Set your cart at the curb or at the edge of the street in front of your house or the edge of the alley behind your house, your normal pick up area, unless instructed otherwise by Ruston personnel.

The handle must be facing the house. The cart needs to be placed 4 feet from any objects such as other containers, vehicles, telephone poles, fences, buildings, ect.  The cart must not be placed aginst objects such as fences, buildings, posts, ect. Do not set out empty cans.

Never put food waste directly into your garbage cart. It should be put in tied plastic bags to reduce odors and insects. Pet owners should double bag pet waste and cat litter. Saw dust and completely cold barbecue ashes should also be bagged and sealed.

Please make sure only garbage goes in the Green garbace cart, only recycling in the Blue recycling cart and only yard waste in the Tan yard waste cart.

Ruston will provide "backdoor pick-up" for the elderly or residents with disabilities who are not able to bring their carts to the street or alley. Contact the Town Hall for additional information.

As with any new program, there are going to be issues that come up and changes that will need to be made. We are going to do our best to make this transition as smooth as possible.

Thank you.
